I normally don't even measure. I just eye ball it. But I am pretty OCD.  If you want to use C links to hold up your tote, you will want to use a drill bit size 5/32.
And you'll want to clip the debris so it is smooth!

Maybe add a few of those plastic shapes you can find at the Dollar Store:
You're finished! Fill with pom poms, toys, Easter Eggs, or just leave it be. Unless, of course, you want to make a SHELF like this one:
